Convicted sex offender accused of sexually assaulting child

NEWTON -- A registered sex offender who moved from New Jersey to Pennsylvania was recently accused of sexually assaulting a child in Newton, police said.

James L. Roff, 32, of Archbald, Pa., was charged with second-degree sexual assault and second-degree endangering the welfare of a child, Newton police said in a news release.

Authorities say the investigation by Newton police and the Sussex County Prosecutor's Office began in February 2017. 

Roff was arrested at the conclusion of the investigation and remanded to Keogh-Dwyer Correctional Facility. 

Roff, a resident of Newton at the time, was first listed on the New Jersey State Police's Megan's Law registry for sex offenders in 2001 for sexually assaulting a girl in New Jersey in 1999, according to the New Jersey Herald.

Two years later, he was accused of breaking the arm of the 9-year-old son of a woman he was dating. He pleaded guilty later that year to aggravated assault and child endangerment, New Jersey Herald reported.
